PURPOSE AND ACCOUNTABILITY
 

The Compliance and Risk Management Officer holds a critical role in ensuring that iA satisfies numerous provincial and federal regulations and that we comply with all laws and regulations governing our Dealer Services line of business. This role would involve a high level of autonomy and would require the incumbent to ensure that all material risks are reported.

The Compliance and Risk Management Officer for Dealer Services is responsible for two key areas:

1. Compliance: Working closely with key stakeholders including the iA Risk and Compliance Department, the Legal Department, and the Tax Department, the incumbent ensures that all regulatory frameworks are complied with within reasonable risk and costs.

2. Risk Management: Working closely with the Chief Compliance Officer, Risk and Compliance Team, and Internal Audit, the incumbent reviews and makes recommendations concerning enterprise risk management issues that directly impact the strategic direction of iA Dealer Services. 

KEY ACTIVITIES

1. Compliance:

  • Review all appropriate external regulatory and compliance frameworks and translate these into compliance practices while identifying impact to the Division’s operations
  • Ensure periodic reports and licenses are filed with regulators as required
  • Build relationships within each region and work with the different stakeholder groups within the Division to effectively communicate and implement, modify, and/or monitor procedures and processes to meet regulatory requirements
  • Establish and maintain policies, processes and procedures that allow the compliance officer to independently monitor the adequacy, observance and effectiveness of compliance control mechanisms in daily activities, using a risk-based approach
  • Provide compliance & audit advice and training as required

2. Risk Management:

  • Oversee and monitor operational risk management activities, including quarterly control tests, attestations and annual new law reviews to ensure operations are aligned with the Division’s goals/objectives
  • Assess risks for sales opportunities
  • Co-ordinate with our Corporate Tax Department to ensure that administrative processes and our business models are compliant with the Tax Act, and to address distribution partner queries pertaining to taxation

3. Sales Support

  • Support the delivery of financial peace of mind to customers by ensuring that our distribution networks and staff throughout the Division treat customers fairly
  • Provide compliance and audit advice and training as required
  • Coordinate the contract development with legal, tax and marketing for special arrangements including fronting deals

4. Financial Management and Controls:

  • Recommend and/or implement financial control policies, procedures and programs for the iA Dealer Services division
  • Carry out investigations of alleged financial mismanagement and other irregularities as warranted
  • Oversee the audits of the distribution network conducted by the sales and training teams

QUALIFICATIONS

Education:

  • 4-year bachelor’s degree, preferably in business

Designations:

  • Life agent insurance license in BC or willingness to obtain upon hire
  • General agent insurance license in BC or willingness to obtain upon hire
  • PMP and FLMI would be an asset

Experience:

  • 10 years experience in insurance operations including product administration with 5+ years in a supervisory and/or management role, and 5-7 years of project management experience

  • highly organized
  • strong inter-personal skills, including negotiation and conflict resolution
  • strong written, oral communication skills; technical writing and business writing skills
  • strong and effective leadership and supervisory skills
  • fluency in French and English an asset
  • knowledge of Agile Methodology for managing projects
  • in-depth knowledge of financial systems and understanding of management information systems (including systems testing procedures and requirements), an asset
